Libyan Culture Minister receives ALECSO Delegation 

 

 

H.E. Ms. Mabrouka Tougi Othman, Minister of Culture and Knowledge Development of the State of Libya, received, on February 18, 2026, a delegation from ALECSO, comprising Dr. Humaid Al Nofali, Director of Culture, and Dr. Ahmedou Habibi, Cultural Expert.

The meeting explored mechanisms to strengthen cooperation and coordination between the Ministry and ALECSO in support of cultural action in Libya. Discussions focused on cultural development programs, the promotion of the cultural and creative economy, as well as the implementation of joint activities, programs, and projects.

The two sides also reviewed key upcoming priorities, notably the selection of Benghazi as Capital of Arab Culture for 2026, the three-year cultural development plan, and the organization of a symposium on Creative Economy.

The Minister underscored ALECSO’s leading role in advancing Libyan culture. She commended the efforts of H.E. Dr. Mohamed Ould Amar, Director-General of ALECSO, and the special attention he devotes to enhancing joint cultural action. She also praised the work of ALECSO’s Culture Department and its contributions to the implementation of joint programs and projects, particularly in capacity-building, preparation of nomination and inscription files, and the executive program of the three-year cultural development plan. She stressed the importance of sustained follow-up and effective coordination to ensure the success of these joint initiatives in serving and advancing Libya’s cultural sector.
