The Arab League Educational, Cultural, and Scientific Organization (ICT Department) organized, in collaboration with the Ministry of Higher Education and Scientific Research of the Republic of Tunisia, a Study Day on the Arab Unified Blockchain-based Academic Certificate Authentication System. The event took place on February 28, 2025 at ALECSO headquarters in Tunis.
In his opening remarks, H.E. Dr. Mohamed Ould Amar, Director-General of ALECSO, thanked all partners and participants. He commended the significant level of partnership between ALECSO and the Tunisian Ministry of Higher Education and Scientific Research, and recalled the MoU signed between the two parties to promote joint action in the educational, cultural, and scientific fields.
The Director-General underlined the importance of this event, which marks an important step in enhancing the quality of higher education in the Arab region. He indicated that the Arab Unified Blockchain-based Academic Certificate Authentication System will bring about a qualitative shift in higher education, by combating the forgery of university certificates. This, he added, will strengthen the credibility of Arab higher education institutions, facilitate the mobility of students between Arab universities through mutual recognition of certificates, and raise transparency in academic and administrative processes.
For his part, H.E. Mr. Mondher Belaid, Tunisian Minister of Higher Education and Scientific Research, welcomed ALECSO's initiative, underlining the Ministry's determination to implement this system across all Tunisian universities, given the urgent need to protect university certificates from forgery.
The Study Day featured interesting presentations, and saw the participation of presidents of Tunisian universities, directors-general at the Ministry of Higher Education and Scientific Research, and directors of higher education institutions.
It is worth recalling that the “Arab Unified Blockchain-based Academic Certificate Authentication System” project was approved by the 18th Conference of Arab Ministers of Higher Education and Scientific Research, held in Algiers on December 26-28, 2021, following which ALECSO developed the system and conducted a pilot experiment at several Arab universities. Later, during the 19th Conference of Arab Ministers of Higher Education and Scientific Research, held in Abu Dhabi on November 27-28, 2024, a recommendation was adopted calling for extending the use of the Arab Unified System across all Arab countries.
